Dusty helped NWA short term in the mid 1980s, but he always promoted himself. Just like McMahon does today in the WWE. The promoter's job is to promote not be the booker, wrestler, manager, etc.

It may very well have been. For clarification's sake, Jones & Steamboat werent teaming regularly at this point. There was no real reunion of the team as far as any regular thing went. Even so, I remember I was surprised the Piper & Gene got the win. The main thrust of the angle was Piper vs Steamboat but that was one of the few, if any, times Piper and Gene had ever teamed so the win was somewhat surprising.

exactly.. thats why the match is such a novelty. Jones would've been getting ready to turn heel again shortly after this and start a run with Brisco, who was coming into the area. Jones was kinda at midcard level here and so was Anderson, but both still had a lot left in the engine.
The only other time I know of Jones and Steamboat teaming up after their feud in the late 70s was in 6man tags with the Masked Superstar.

Does anybody know if that match in Dec. 1981 was thrown together at the last moment? Was it originally booked that way or was somebody a no-show, or two, leading to this matchup?

That was the scheduled match. Ole was in a singles match vs Ray Stevens on the card as they had just done the turn where Ray was not pleased with the Anderson Sacrifice. Ole & Piper had been wreaking havoc together so I guess Gene was a sensible partner since Ole was in the match vs Ray.
