With all due respect to Vince, he wasn't the first one to use the harness and lower guys to the ring.

If I remember correctly, Sting in WCW did it way before the WWF.

Sting was trained by two professionals on how to repel on the harness and so forth. WCW also provided him with a 2nd safety cable. To my knowledge, Owen Hart never had any professional training on it. On top of that, WWE did not have a safety cable for him that night in Kansas City and let him do it anyway. McMahon was responsible IMHO.
